Planners and politicians of state aircraft industry are facing interdependent and associated problems for directing this industry; so they should answer the following question: - Where do they start the problems? - Which ones are of the most important? - Where should they pay the charge of their attempt up to? Aircraft industry strategy is not an imaginary project; so considering its present situation resulted from the past various conditions of products, its future and plan should be designed. The present article is determining the theoretical framework of design and planning of the long-term programs for state aircraft industry development. It is hoped that it would be useful for state aircraft industry planners and managers. صنعت هوایی یکی از صنایع استراتژیک از لحاظ تکنولوژی، اقتصادی، فنی، سیاسی و فرهنگی هر کشور به شمار می آید و توسعه صنایع هوایی کشور، مستلزم برنامه ریزی های بلندمدت در همه ابعاد، از جمله تحقیق و توسعه، ساخت، تعمیر و نگهداری وسایل پرنده می باشد که زیربنای آن نیز تبیین چشم اندازهای آینده است. برنامه ریزان و سیاستمداران صنعت هوایی کشور برای اداره صنایع هوایی با انبوهی از مسائل به هم وابسته و پیوسته روبرو هستند؛ به همین دلیل باید به سوالات زیر پاسخ دهند: - از کجا مسائل را شروع کنند؟ - به چه مسائلی اولویت دهند؟ - بهای کار را تا کجا بپردازند؟ استراتژی صنعت هوایی یک برنامه خیالی نیست؛ بلکه باید با توجه به وضعیت موجود این صنعت که خود حاصل محصولات متنوع وضعیت گذشته است، آینده و برنامه آن طراحی شود. مقاله حاضر ارائه چارچوب نظری طراحی و برنامه ریزی برنامه های بلندمدت توسعه صنعت هوایی کشور را تبیین می نماید. امید است برای مسئولین و برنامه ریزان صنعت هوایی کشور مفید واقع گردد. https://jtd.iranjournals.ir/article_3776_2119b8d43eafcf353e07d7cb5554170b.pdf
