      <title>Identifying and prioritizing success criteria for technology transfer and development projects in the petrochemical field</title>

      <description>The transfer and absorption of technology in the third world is a topic that has been discussed scientifically, culturally, politically and economically in developing countries, western research societies and international organizations. In this research, the identification and prioritization of the success criteria of technology transfer and development projects in the field of petrochemicals have been discussed. The research method in this research is applied based on the purpose, but descriptive based on the research method. A researcher-made questionnaire was used to collect information. n this research, it is a combination of two Delphi methods and the best-worst method to identify and prioritize the success criteria of technology transfer and development projects in the petrochemical field. In the field of success factors of technology transfer and development projects, 20 effective factors were identified and classified in 4 dimensions. The results of the research show that the criterion of economic achievements, the criterion of research of strategic goals, and the criterion of acquiring scientific and technological capabilities have won the first to third rank, respectively. Among the sub-criteria of economic achievements and impact on the market; Improving the economic indicators of the company, increasing the share and raising the quality of the products have been ranked first to third respectively. Among the sub-criteria of increasing technical power; Increasing the production capacity, developing new products and developing skills, and finally improving the future prospects have been ranked first to third respectively.</description>

      <title>Providing a Framework for Evaluating and Selecting Decentralized and Private Blockchain-Based Platforms</title>

      <description>The extent and importance of the digital economy in a world that increasingly welcomes the creation and application of emerging innovations is not hidden from anyone. Currently, the digital economy has changed the common forms of business actions and the ways of functioning and interacting with organizations, and its evolution cycle is still on its development path with the development of several transformative technologies such as blockchain. The new generation of blockchain with the potential to be used in commercial and public industries leads to the elimination of opaque, redundant, and often unprotected organizational structures. However, the implementation of private blockchain requires correct decisions of consortia and organizations in the selection of service providers. Hence, the present study aims to provide a decision-making process for the evaluation and selection of blockchain platforms in enterprise applications. To achieve the goal, a three-step process including extracting effective criteria for evaluating private blockchains, determining the importance and weight of the identified components, and Comparative analysis of organization options have been performed. The research findings show that 9 measures of security (with an importance coefficient of 0.16), fault tolerance (0.14), consensus algorithms (0.13), scalability (0.12), compatibility and interaction (0.11), cost factors (0.11), performance (0.10), ease of use (0.08), and popularity (0.03), are the most essential factors in evaluating private and permissioned blockchains. Also, the results of the comparison of private blockchain platforms show that Hyperledger Fabric is the most common platform used by organizations and is in a distinct position compared to competitors and other similar platforms.</description>

      <title>Presenting a Model of the roles of innovation intermediaries in pharmaceutical biotechnology industrialization</title>

      <description>Innovation intermediary institutions have been formed as one of the key players in the Technological Innovation System (TIS) with the aim of facilitating the innovation process, and they have different functions, and these functions are developing and expanding day by day. Today, the industrialization of technology has become an important and strategic necessity in the innovation process. Industrialization of technological achievements, as one of the most basic functions of innovation intermediary institutions, provides significant economic values ​​for enterprises, while ensuring the sustainability and continuity of research activities, and also accelerates the growth of the knowledge-based economy. Innovation intermediaries can play a significant role in accelerating the industrialization of technology. Next, considering that the approach of the present research is qualitative, a role model for innovation intermediary institutions in the industrialization of Iranian biotechnology was developed using content analysis, a review of upstream documents, and semi-structured interviews with 25 biotechnology sector activists in the country. According to the results of the interviews, innovation intermediary institutions can play an effective role in helping the industrialization of biotechnology. The research findings identify 15 roles in 5 functional groups: development of scaling-up infrastructure, development of supporting industries, development of complementary products, development of technology and licensing, and facilitation of the business environment, as the role of innovation intermediary institutions in industrialization, and provide recommendations and solutions to improve the situation.</description>

      <title>Designing and explaining an organizational ambidexterity model for commercialization in technology-based organizations with a mixed approach</title>

      <description>The current research aims to develop a theory in the field of organizational ambidexterity to better understand this phenomenon in the technology-based businesses of ACECR. The research strategy in the qualitative phase is based on grounded theory, and the data analysis method used in this research is the systematic approach (Strauss and Corbin's systematic model). Data collection was conducted through interviews. Accordingly, in the qualitative phase, 16 interviews were conducted with experts from ACECR's technology-based organizations, and 4 supplementary interviews were also conducted to achieve theoretical saturation. In the quantitative phase, the research method was descriptive-survey, and the data collection tool in this phase was a questionnaire. The results showed that organizational ambidexterity management was identified as the core category in this research. Its sub-concepts include ambidexterity structure management, innovative culture management, and ambidexterity processes management, which constituted the core category. Based on the obtained results, the causal conditions in this research are ambidextrous management and leadership, ambidextrous human resources, and multi-faceted structures. On the other hand, the contexts were organizational ambidexterity culture, upstream documents, and Jihadi culture. Furthermore, the strategies resulting from the grounded theory model are designing ambidextrous human resource processes, designing a technology commercialization model, designing an organizational ambidexterity evaluation system, and designing a resource allocation system. On the other hand, institutional communications in the field of science and technology and the organizational ambidexterity environment were identified as intervening factors. Finally, value creation, completion of the technology chain, organizational development, and organizational paradox management were the consequences identified and explained as factors influencing organizational ambidexterity in line with commercialization in technology-based organizations.</description>

      <title>Prediction of the future market share of Iranian passenger railway transport companies using the Markov chain model with the green innovation capability assessment approach</title>

Innovation capabilities are an important part of the value of companies. Innovative activities require companies to be able to identify and evaluate these capabilities and to forecast the future market share to formulate their strategies.The statistical population of this research includes the senior managers of the Railway Company and rail passenger companies of the country. In this research, after examining the current market share of seven passenger companies by exploiting the comprehensive model for evaluating the innovation capability of rail passenger companies in Iran, The forecast of the market share of the companies was discussed. Using the Markov chain model, after identifying the situation, the transfer matrix was determined, and in the next step, the future market share of each company was calculated.According to the results of Raja Company, it will lose nearly 20% of its market share, and Mehtab Sir Jam and Pars Larim companies have a downward growth, and Rail Trabar Saba, Nur al Reza, Jopar and Rail Pardaz Noafarin companies have an upward growth in gaining market share.</description>

      <title>Identification and Ranking of New Lending Technologies Using Fuzzy Multi-Criteria Decision-Making Methods</title>

      <description>Abstract: In the modern era, fintechs are recognized as critical players within the financial industry, with new lending technologies rapidly evolving. These technologies have the potential to transform traditional lending processes by enhancing accessibility, speed, and efficiency. This study aims to identify and rank new lending technologies employed by fintechs. The research methodology is qualitative, with a statistical population comprising 12 senior employees from the research and planning department of Bank Tejarat. Initially, based on the existing literature and prior research, emerging lending technologies, along with relevant criteria and sub-criteria, were identified and finalized through expert validation. Using the fuzzy DEMATEL method, the interrelationships among organizational, technical, operational, and financial-economic criteria were analyzed. Results indicated that the technical criterion had the highest influence, while the organizational criterion was the most influenced. Subsequently, fuzzy ANP was utilized to assign weights to the criteria and sub-criteria. Finally, rankings were conducted using two fuzzy methods, SAW (Simple Additive Weighting) and TOPSIS, entirely within Excel. By averaging the results of both SAW and TOPSIS methods, the final ranking of 17 sub-criteria was obtained, with artificial intelligence, big data, blockchain, payment systems, and cloud computing securing the top five positions, respectively. Artificial intelligence emerged as the top choice in this analysis. This research can assist financial institutions and fintech startups in selecting and implementing the appropriate technology to effectively enhance lending performance.</description>

      <description>The development of cyberspace as a basic technology for soft and digital industries in recent decades has led to the formation of diverse interactions and systems based on information and communication technology, and has presented policymakers with complex and far-reaching issues in the governance system. This article aims to present a model for cyberspace policies evaluation in the IRI. This research is applied in terms of purpose and is considered an exploratory mixed method research. In the qualitative part, themeanalysis was used, and in the quantitative part, the Delphi technique and factor analysis were used. The statistical population in the qualitative part included 13 experts for theme analysis who were selected through purposive sampling, and in the quantitative part, experts specializing in the cyberspace governance ecosystem formed a sample of 200 people who were selected through simple random sampling. 12 experts were also selected purposefully to implement the Delphi technique. In the qualitative part, data was obtained using semi-structured in-depth interviews. In the quantitative part, the data collection tool was a questionnaire and Delphi survey forms. For data analysis in the qualitative part, the Clark and Brown three-stage coding method was used, and in the quantitative part, the Delphi technique and factor analysis were used. The research findings showed that the model for cyberspace policies evaluation of the IRI has four dimensions: cyberspace policy characteristics (including interactive, multi-stakeholder, digital-based, multi-dimensional, tool-based, having multipurpose technology, etc.), cyberspace policy areas (economic, civil rights, welfare, health, etc.), evaluation indicators (social feasibility, effectiveness, ethics, sustainability, accountability, etc.), and evaluation approaches (stakeholder-oriented, decision-oriented, participatory, information-oriented, and realistic).</description>

      <title>Exploring the Key Components of Soft Skills Among Start-Up Founders (Case Study: Start-Ups Based in Mazandaran Science and Technology Park)</title>

      <description>Soft skills complement hard skills and enable individuals to effectively and efficiently apply their technical knowledge and expertise to achieve organizational goals. This study is applied in its aim and follows a descriptive-exploratory approach. Data were collected using a combination of library studies and fieldwork, including semi-structured interviews and structured questionnaires. The research was cross-sectional and utilized a mixed-methods approach (qualitative-quantitative).In the qualitative phase, soft skills were identified through a review of scientific literature and interviews with start-up founders. These individuals were selected based on criteria such as at least three years of activity, having a marketable product, and compliance with tax regulations. In the quantitative phase, the identified soft skill dimensions were analyzed using the Stepwise Weight Assessment Ratio Analysis (SWARA) technique. This research identified 37 key soft skills through a review of scientific sources and interviews with managers and founders of start-ups based in Mazandaran Science and Technology Park. These skills included communication, negotiation, trust-building, managerial skills, risk management, self-management, teamwork, social skills, and problem-solving. The normalized weights of these skills ranged from 0.0172 to 0.0177, indicating their high importance and ineffective performance. The findings demonstrate that a combination of personal skills, such as analytical thinking, critical thinking, self-management, problem-solving, creativity, and innovation, along with organizational skills, including decision-making and uncertainty management, are considered highly important by the start-up founders studied.</description>

      <title>Presenting a Blockchain Utilization Model for Transparency and Reduction of Administrative Corruption Using Interpretive Structural Modeling (ISM) Approach</title>

      <description>Administrative corruption, as one of the fundamental challenges in governance systems, has devastating effects on public trust, economic development, and social justice. This study presents a model for utilizing blockchain technology to increase transparency and reduce administrative corruption using the Interpretive Structural Modeling (ISM) approach. The research was conducted using a mixed-methods approach (qualitative-quantitative) and employed content analysis and ISM. Data were collected through a systematic literature review and expert surveys. The validation of the method was carried out through theme review by four experts, calculation of inter-coder agreement coefficient (0.83), and final model approval by a specialist panel (with an agreement level of 85%). The findings indicate that the unique features of blockchain, such as immutability, transparency, and decentralization, can serve as effective tools for reducing corruption. The model proposed in this study comprises five main levels: infrastructural (decentralization, security, and immutability), technological (digital identity and smart contracts), regulatory (financial monitoring and internal controls), organizational (accountability and collaboration), and social (public participation and education) levels. The results suggest that implementing blockchain can facilitate the reduction of corruption through process automation, elimination of intermediaries, and increased accountability. Moreover, this study examines the technical, financial, and cultural challenges related to blockchain adoption and offers solutions to address them. Finally, policy recommendations are provided for policymakers to leverage this technology towards transparent and efficient governance.</description>

This study employs thematic analysis of data collected through expert interviews and document analysis to identify and categorize green opportunity windows for transitioning to green steel production in Iran. The findings reveal that within the "policy opportunity window," developing effective carbon-reduction strategies and financial incentives - particularly through stricter regulations and financial support mechanisms - is essential. The "demand opportunity window" highlights how increasing public awareness and shifting consumer behavior toward sustainable products can create new market opportunities for producers. Meanwhile, the "technology opportunity window" illustrates how innovations in low-carbon production processes and the adoption of renewable energy can enhance efficiency and reduce costs.       <title>Evaluation of the Intellectual Capital Maturity Level in Knowledge-Based Businesses in the West of the Iran</title>

      <description>Intellectual capital, as one of the most important intangible assets, plays a key role in the success and survival of knowledge-based businesses. Assessing and managing intellectual capital maturity helps organizations develop and optimally utilize this valuable asset. This study was conducted with the aim of assessing the maturity status of intellectual capital in knowledge-based businesses in the west of the country. This study is applied in terms of its purpose, descriptive-survey in terms of data collection, and quantitative in terms of its implementation method. The statistical population of this study includes all knowledge-based companies located in industrial towns in the west of the country, of which 212 companies were selected as samples by stratified random sampling based on the technology category of these companies using the Cochran method. The data collection tool in this study is a standard questionnaire based on the Intellectual Capital Maturity Model (ICMM) by Vaz et al. (2018), which evaluates the main dimensions of human capital, structural capital, and relational capital with 21 indicators. The reliability of the questionnaire for the dimensions of human capital, structural capital and relational capital was calculated using Cronbach's alpha method as 89%, 84% and 87% respectively. The research data were evaluated using the mean, t-test, analysis of variance and correlation. The results of the research showed that the average level of intellectual capital maturity in knowledge-based businesses in the west of the country is at the first level of intellectual capital maturity, that is, the "beginning" level. Also, examining the dimensions of intellectual capital maturity shows that the dimensions of structural capital, human capital and relational capital are in a better position in these companies, respectively. A significant relationship was observed between the three dimensions of intellectual capital (human capital, structural capital and relational capital) and the maturity status of intellectual capital. According to the research findings, knowledge-based businesses in the west of the country need to pay more attention to the management and development of their intellectual capital. Investing in training and empowering employees, creating and developing knowledge infrastructures, and improving organizational processes can lead to improving the level of intellectual capital maturity and, as a result, increasing the competitiveness of these businesses. Also, this research, by providing an accurate picture of the state of intellectual capital maturity in the region, can be used as a basis for future policies and planning to develop the knowledge-based economy.</description>

      <title>Mapping the Intellectual Structure and Evolutionary Path of Sustainable Innovation in the Construction Industry: A Systematic Bibliometric Review</title>

      <description>The field of sustainable innovation in construction projects, despite its rapid growth, suffers from conceptual fragmentation and a lack of coherence. Therefore, the primary objective of this study is to provide a cohesive scientific perspective of this field by identifying its intellectual structure, evolutionary dynamics, and key actors, in order to offer a roadmap for future research and actions. This research employs a quantitative approach based on bibliometric analysis of data extracted from the Scopus database (1970-2025) and utilizes VOSviewer software for analysis. The findings reveal the multifaceted and interdisciplinary nature of this field, structured into four main research clusters: construction engineering and management, sustainability and environment, operations management, and ethics. Temporal analysis identifies a three-stage evolutionary path in the scientific discourse of this field: transitioning from a technically-oriented approach (past), to an integrated-systems approach (present), and moving towards a strategic-transformative paradigm (future), which emphasizes concepts such as circular economy and innovation in business models. This research concludes that sustainable innovation in the construction industry has evolved from a technical component into a strategic and systemic necessity. The presented evolutionary roadmap not only consolidates existing knowledge but also illuminates future research and practical pathways, emphasizing the need for systemic solutions beyond merely technological innovations.</description>

      <title>Exploring the Dimensions and Components Affecting IP Strategy Development, with a Focus on Innovation in Knowledge-Based Companies: A Qualitative Study</title>

      <description>In the contemporary knowledge-based economy, intellectual assets are recognized as one of the most critical sources of sustainable competitive advantage. However, despite the growing body of research, the literature lacks an integrated framework that systematically explains all dimensions affecting intellectual property (IP) strategy formulation with a specific focus on innovation in the context of knowledge-based firms. This study aims to identify and explain the key factors influencing IP strategy formulation with a focus on innovation in knowledge-based firms and to provide an integrated conceptual framework. The research methodology is based on a qualitative approach using the seven-step meta-synthesis method proposed by Sandelowski and Barroso (2007). The research population includes scientific articles, specialized books, and the international standard ISO 56005:2020 published between 2000 and 2026. From an initial pool of 265 sources, after applying inclusion/exclusion criteria and quality assessment using the Critical Appraisal Skills Programme (CASP), 32 sources were selected for final analysis. A three-stage coding process &amp;amp;mdash; open, axial, and selective coding &amp;amp;mdash; resulted in the identification of 7 main dimensions, 34 components, and 102 operational indicators: Strategic, Managerial and Organizational, Resources and Intellectual Capital, IP Protection, Innovation and Technology, Environmental and Ecosystem, and Competition and Performance. The primary innovation of this study lies in three areas: presenting the first integrated framework explaining all seven dimensions in interaction; merging open innovation literature with IP strategy in a single model; and focusing specifically on knowledge-based firms as the unit of analysis. Findings indicate that IP strategy formulation is a multidimensional and interactive process in which open innovation acts as the primary driver. The proposed framework can serve as a strategic foundation for policymakers, managers of knowledge-based firms, and researchers in technology and innovation management.</description>
