In this article the importance of documentation and intellectual property rights will be stated especially when we need to establish national innovation or knowledge management systems. The effects of them will also be showed when we use new management models (as knowledge management, Triz, suggestions system and etc.). Then the situation of them in Iran and world, or the amount of interaction between them or other effective parameters will be studied. As the result, some suggestions (as the importance of cooperation between the trustees of "developing and implementing science & technology macro policies" and "changing & making knowledge _based administrative systems") will be offered for ensuring and sustaining creativity & innovation in the country.
