In the present environment full of dynamism and change, one of the important categories enables us to achieve the organization goals impressively, is technology effective changes and its transfer. Since the computer based systems prepare the background of upgrading manager’s abilities for coordinating and controlling the organization activities, helping the effective decision-making, and also creating the competitive advantage, we discuss, in this article, about the technology transfer obstacles and the problems of effective implementation of information systems in Iran. This research is an applied one and is carried out in monitoring form while considering a statistical universe consisted of 66 experts in the field of information systems. The reliability is studied through Cronbach’ alpha and the validity is confirmed by the methods of content and structural analyses, and diagnostic validity. The indices of these obstacles are introduced in format of six dimensions as the technology transfer obstacles of information systems, and then a framework for the obstacles presented whose main indices identified through the factor analysis technique. Regarding the research general findings, one can say the most important technology transfer obstacles of information systems in Iran respectively include organizational, technical and technological, political, economic, cultural, social, and human ones.
