Designing and developing a model of innovative organizations using a data-based theory approach (Case study: Ilam Province Health Insurance Organization)

Abstract
The aim of this research is to design a comprehensive model for innovative organizations by identifying the key factors affecting the creation and development of innovation within the Health Insurance Organization of Ilam Province, utilizing the grounded theory method. The nature of the current research is qualitative, employing grounded theory methodology. The statistical population of the study consisted of 15 experts and specialists from the Health Insurance Organization of Ilam Province. This research employed qualitative grounded theory to develop a model for innovative organizations. During the sampling phase, a snowball sampling method was utilized, beginning with the identification of several key experts and then expanding the sample through chain referrals until theoretical saturation was reached. Throughout the data analysis process, MAXQDA software was used for systematic data management and coding.The findings indicate that internal organizational factors (such as internal communication and organizational performance) serve as fundamental prerequisites, providing the necessary foundation to enhance human resource factors (including employee expertise and motivation). Conversely, external factors (such as regulations and competition) directly impact organizational strategies and shape the outcomes of innovation by moderating environmental factors (such as technological standards). Notably, the mediating role of managerial factors (including transformational leadership) acts as a bridge connecting structural factors and ultimate outcomes (such as organizational advancement). These relationships are depicted within a dynamic model. In the contemporary era, attention to the innovation process and the development of practical strategies to nurture it has become a vital necessity for the survival and growth of organizations. In this context, designing flexible organizational structures serves as an effective platform to facilitate knowledge exchange, share innovative ideas, and strengthen teamwork in pursuit of organizational goals.
