The present article is an attempt to scrutinize the document draft of the "comprehensive scientific map of the country" provided by the supreme council of the Cultural Revolution. The starting point of the article is the brief explanations about the soft technology context which is called the production and compilation of the "road map". Then, an analysis of different aspects of the document draft context is presented in two levels of conceptual and procedural discussions. In each part, after presenting scrutinized viewpoints, it is tried to give suggestions in order to improve the document context
