Coming to general agreement upon keywords definitions and the knowledge about the methodologies under consideration are the steps which should be taken inevitably to realize technology development as an essential infrastructure of the country's sustainable development especially at the level of national institutes. In this article, having concentrated on the subject bases, propound methodologies are scrutinized and by counting the national necessities of technology strategic development and proposing the national innovation system specially the two huge institutes of industry and university as two essential bases of technology strategic development in this methodology system, two finished projects in the space of high technologies are represented and made clear.
