The steel industry, as a key driver of economic development and industrial infrastructure, faces significant challenges, including high greenhouse gas emissions and fossil fuel dependency, which negatively impact both the environment and public health. This study employs thematic analysis of data collected through expert interviews and document analysis to identify and categorize green opportunity windows for transitioning to green steel production in Iran. The findings reveal that within the "policy opportunity window," developing effective carbon-reduction strategies and financial incentives - particularly through stricter regulations and financial support mechanisms - is essential. The "demand opportunity window" highlights how increasing public awareness and shifting consumer behavior toward sustainable products can create new market opportunities for producers. Meanwhile, the "technology opportunity window" illustrates how innovations in low-carbon production processes and the adoption of renewable energy can enhance efficiency and reduce costs. By strategically leveraging these green opportunity windows, Iran's steel industry can simultaneously improve its productivity and global competitiveness while advancing toward sustainable green innovations, ultimately contributing to environmental protection and public health improvement.
