The aim of this research is to investigate the feasibility of transferring hydrogen-based green steel technology in Iran with an emphasis on analyzing the macro environment and the role of key stakeholders. This research is applied in terms of purpose and analytical in nature, and uses a systematic approach to identify and evaluate the factors affecting the transfer of this emerging technology. In this regard, the method of environmental factor analysis in the form of the PESTEL framework and stakeholder analysis has been used. Research data have been collected and analyzed through document review, previous studies, specialized reports, and expert analysis. In total, 35 environmental factors in political, economic, social, technological, environmental, and legal dimensions, as well as 19 key stakeholders including the government, steel industries, universities and research centers, energy and hydrogen suppliers, banks, investors, regulatory institutions, and non-governmental organizations, were identified. The research findings show that the successful transfer of green steel technology in Iran is strongly influenced by the stability of industrial policies, access to financial resources, development of energy and hydrogen infrastructure, technological and R&D capacities, and the degree of coordination and interaction among stakeholders. The results also indicate that the implementation of pilot projects, the design of financial and export incentives, and the promotion of human resources skills and capabilities play a decisive role in reducing technological and institutional risks. Finally, the research concludes that the success of the transfer of hydrogen-based green steel technology in Iran requires strategic planning, cross-sectoral cooperation, and integrated and operational utilization of the country's financial, technological, and human capacities.
