Technological transition is a vital imperative for enhancing productivity and global competitiveness within the mining sector. Despite the strategic importance of this transition, the absence of a comprehensive, localized model tailored to the Iranian mining industry has rendered this research an unavoidable necessity. This study aims to identify and explain the key factors influencing the transition from conventional practices to smart technologies across the mining life cycle. Adopting a qualitative approach, we utilized deductive thematic analysis to examine data obtained through semi-structured interviews with 15 industry experts, selected via snowball sampling, using MAXQDA software. The validity and reliability of the resulting model were rigorously confirmed by experts from the Khorasan Razavi Chamber of Commerce. Our findings demonstrate that four core pillars—Knowledge, Legal and Policy Systems, Economic Systems, and Culture and Social Systems—form a comprehensive, dynamic model that drives successful technological transitions. Although the relative impact of these factors varies according to environmental contexts, our proposed model offers a cohesive, adaptive framework for understanding and navigating this complex process. Ultimately, by bridging existing research gaps, these results provide a strategic roadmap for policymakers, promoting operational sustainability, reducing human risk, and guiding organizational strategies toward the maximum smart transformation of the national mining industry.
