چکیده

این مقاله به مرور سیر توسعه و تکامل مدیریت پژوهش و فناوری در سازمان‌های پژوهش و فناوری می‌پردازد. همچنین به ارائه یک روند تاریخی از مراحل تکامل آن تا مرحله مدیریت راهبردی پژوهش و فناوری و توسعه‌های صورت گرفته در این رویکرد خواهد پرداخت. بر این اساس مدیریت پژوهش و فناوری در فرایند تکامل خود دارای سه رویکرد مختلف است که شامل رویکرد شهودی، رویکرد سامانمند و رویکرد راهبردی است. در ادامه، پس از تشریح این رویکردها به طور تفصیلی ارکان رویکرد راهبردی مورد بحث قرار می‌گیرد و در پایان نیز، پیش از نتیجه‌گیری، به بحث در خصوص الزامات پیاده‌سازی رویکرد راهبردی به مدیریت پژوهش و فناوری در سازمان‌های پژوهش و فناوری پرداخته می‌شود.

Reviewing the Management of Research and Technology Organizations

چکیده [English]

This study reviews the trend of development of research and technology management in Research and Technology Organizations (RTOs) and provides a historical progress of its development to the strategic research and technology management. Accordingly, research and technology management in its development process has three different approaches, including the intuitive approach, the systematic approach and the strategic approach. After describing those approaches, the detailed elements of the strategic approach will be discussed and at the end and before conclusion, the debate about requirements of implementing strategic approach to research and technology management in RTOs is addressed.
