الگوی ارزیابی خط‌مشی‌های فضای مجازی در ایران؛ پیشران بهبود مستمر حکمرانی فناوری‌ِ پایه‌ی صنایع نرم و دیجیتال

چکیده
توسعه پدیده‌‌ی فضای مجازی به عنوان فناوریِ پایه‌ی صنایع نرم و دیجیتال در دهه‌های اخیر موجب شکل‌گیری تعاملات و نظامات متنوع بر بستر فناوری اطلاعات و ارتباطات شده و مسائلی پیچیده و دارای ابعادی گسترده در نظام‌حکمرانی را در برابر خط‌مشی‌گذاران قرار داده است. این مقاله با هدف ارائه الگوی ارزیابی خط‌مشی‌های فضای مجازی جمهوری اسلامی ایران صورت گرفت. این پژوهش از نظر هدف، کاربردی بوده و از نظر روش، یک تحقیق آمیخته از نوع اکتشافی به حساب می‌آید. در بخش کیفی از تحلیل مضمون و در بخش کمّی از تکنیک دلفی و تحلیل عاملی استفاده گردید. جامعه آماری در بخش کیفی شامل 13 نفر از خبرگان برای تحلیل مضمون که با نمونه‌گیری هدفمند انتخاب شدند و در بخش کمّی، کارشناسان متخصص زیست‌بوم حکمرانی‌فضای مجازی تشکیل دادند که نمونه‌ای به تعداد 200 نفر به روش نمونه گیری تصادفی ساده انتخاب شدند. برای اجرای تکنیک دلفی نیز 12 نفر خبره به صورت هدفمند انتخاب شدند. در بخش کیفی، داده‌ها با استفاده از مصاحبه‌های عمیق نیمه ساختاریافته به دست آمد. در بخش کمّی نیز ابزار گردآوری داده ها، پرسشنامه و فرم های نظرسنجی دلفی بود. برای تجزیه‌وتحلیل داده‌ها در بخش کیفی از روش کدگذاری سه مرحله‌ای کلارک و براون و در بخش کمّی از تکنیک دلفی و تحلیل عاملی بهره گرفته شد.یافته‌های تحقیق نشان داد که الگوی ارزیابی خط مشی‌های فضای مجازی ج.ا.ا دارای چهار بُعد ویژگی‌های خط‌مشی فضای مجازی (شامل تعاملی،چندذینفعی،رقومی‌پایه،چندبُعدی، ابزارپایه‌بودن،دارای فناوری‌چندمنظوره و...) حوزه خط‌مشی فضای مجازی(اقتصادی،حقوق‌مدنی،رفاه،سلامت‌و...)‌شاخص‌های‌ارزیابی(امکان‌پذیری‌اجتماعی،اثربخشی،اخلاقی‌بودن،دوام‌پذیری‌،پاسخگویی‌و...)و رویکردهای ارزیابی (ذی‌نفع‌گرا، تصمیم‌گرا،مشارکتی، اطلاعات‌گرا و واقع‌گرا) می باشد.

چکیده English

The development of cyberspace as a basic technology for soft and digital industries in recent decades has led to the formation of diverse interactions and systems based on information and communication technology, and has presented policymakers with complex and far-reaching issues in the governance system. This article aims to present a model for cyberspace policies evaluation in the IRI. This research is applied in terms of purpose and is considered an exploratory mixed method research. In the qualitative part, themeanalysis was used, and in the quantitative part, the Delphi technique and factor analysis were used. The statistical population in the qualitative part included 13 experts for theme analysis who were selected through purposive sampling, and in the quantitative part, experts specializing in the cyberspace governance ecosystem formed a sample of 200 people who were selected through simple random sampling. 12 experts were also selected purposefully to implement the Delphi technique. In the qualitative part, data was obtained using semi-structured in-depth interviews. In the quantitative part, the data collection tool was a questionnaire and Delphi survey forms. For data analysis in the qualitative part, the Clark and Brown three-stage coding method was used, and in the quantitative part, the Delphi technique and factor analysis were used. The research findings showed that the model for cyberspace policies evaluation of the IRI has four dimensions: cyberspace policy characteristics (including interactive, multi-stakeholder, digital-based, multi-dimensional, tool-based, having multipurpose technology, etc.), cyberspace policy areas (economic, civil rights, welfare, health, etc.), evaluation indicators (social feasibility, effectiveness, ethics, sustainability, accountability, etc.), and evaluation approaches (stakeholder-oriented, decision-oriented, participatory, information-oriented, and realistic).
